The following are highlights from Monday’s Sparks City Council Meeting:
Proclamations and Presentations
• Sparks City Council proclaimed the month of May as Older Americans Month and urged residents to take time during May to recognize older adults and those that serve them as vital parts of our community.
• Council members proclaimed the week of May 20-26 as National Public Works Week, urging everyone to join with representatives of the American Public Works Association and government agencies in activities, events and ceremonies designed to pay tribute to our public works professionals, engineers, managers and employees and to recognize the substantial contributions they make to protecting our national health, safety and quality of life.
• The Council proclaimed May 20-16 as Emergency Medical Services Week, recognizing that emergency medical services are a vital component of the regional healthcare system, and the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week.
• Council heard presentations from the Reno-Tahoe International Airport Authority and the Eddy House.
General Business
• A resolution was adopted to augment the Fiscal Year 18 Development Services Fund budget by $800,000 for higher than expected professional services costs.
• The Council approved a funding allocation of $249,500 for Fiscal Years 2018 and 2019 as recommended by the Tourism and Marketing Committee for various 2018 special events.
• Council members directed the City Manager to initiate changes to Title 20 of the Sparks Municipal Code to permit wineries in additional zoning districts. There is currently interest in locating an urban winery, which would use grapes and/or grape juice acquired from other parties, in the Victorian Square area. Currently, Title 20 does not permit this use in the Downtown/Victorian Square Mixed-Use District.
• Council approved a recommendation from the Regional Street Naming Committee to rename a portion of Kietzke Lane, between Galletti Way and Victorian Avenue, to Battle Born Way.
• The Sparks City Council approved a research agreement with the University of Nevada, Reno for the creation of a $126,000 process computer model for the Truckee Meadows Water Reclamation Facility (TMWRF). TMWRF staff will evaluate process and treatment performance through a comprehensive collection of flow and loading data over the course of one year.
• A lease agreement was approved between the Nevada Veterans Memorial Plaza and the city of Sparks that will generate revenue of up to $23,000 over a period of 20 years. The Nevada Veterans Memorial Plaza will be built at the Sparks Marina Park.
• The Council reviewed and approved a tentative map for a 459-lot single-family subdivision located in the southeast portion of the Stonebrook Planned Development.
Public Hearings
• Council conducted a public hearing and approved a Fiscal Year 2018/2019 Community Development Block Grant and HOME Consortium Annual Action Plan for submittal to the U.S. Department of Housing and Urban Development. The city of Sparks uses this funding to support the operation of the Community Assistance Center Homeless Shelter and Fair Housing Activities and as capital projects funding for pedestrian improvements.
• Council conducted a public hearing and approved an amendment to the final handbook for Phase 7 of the Kiley Ranch North Planned Development.
