The following are highlights from Monday’s Sparks City Council Meeting:
Presentations and Proclamations
• Council proclaimed October 7 as National Fallen Firefighters Memorial Service Day to honor firefighters and emergency services personnel who have sacrificed their lives to save others. In the proclamation, Mayor Geno Martini asked that America flags on all federal buildings be lowered to half-staff and that citizens of Sparks remember all fire and emergency personnel who have made the ultimate sacrifice in service to their community and pay respect to the survivors of our fallen heroes. The annual National Fallen Firefighters Memorial Service marks the beginning of Fire Prevention Week.
• Sparks City Council also proclaimed the week of October 7-13 as Fire Prevention Week, urging Sparks residents to be aware of their surroundings, look for available ways out in the event of a fire or other emergency, respond when the smoke alarm sounds by exiting the building immediately and support the many public safety activities and efforts of Sparks fire and emergency services.
• The council heard a presentation from the new Reno Behavior Healthcare Hospital offering comprehensive inpatient and outpatient programs for psychiatric and addiction treatment to patients of all ages.
• Council was presented the 2017-2018 City of Sparks Annual Report, dedicated to Mayor Geno Martini, and the 2017-2018 Environmental Scan.
General Business
• Council approved a $100,000 payment for the annual support of the Economic Development Authority of Western Nevada (EDAWN) for Fiscal Year 2018-2019 to assist the growth and economic development efforts in the Greater Reno-Sparks-Tahoe region.
• Sparks City Council voted unanimously to notify Lime that the city of Sparks will not be renewing the franchise agreement between the City and Lime when the pilot expires January 2019.
Planning and Zoning Public Hearing
• The council held a public hearing and approved submitting the Consolidated Annual Performance and Evaluation Report (CAPER) for Program Year 3, Fiscal Year 2017-2018 for the city of Sparks to the U.S. Department of Housing and Urban Development (HUD). The CAPER is a report on how the City of Sparks, along with the Washoe County HOME Consortium (City of Reno, City of Sparks and Washoe County), expended HUD funding (Community Development Block Grant, Home Partnership Program) and the jurisdictions’ community development and affordable housing activities.
