The following are highlights from Monday’s Sparks City Council Meeting:
General Business
• The Sparks City Council approved a $214,507.43 reimbursement to the city of Reno for the city of Sparks share of a contract between Reno and Nelson Electric Co, Inc. for the Top Deck Lighting project. The Top Deck Lighting project is part of the approved Truckee Meadows Water Reclamation Facility (TMWRF) Capital Improvement Program to replace aging structural and electrical infrastructure for the lighting system. The city of Reno held an open, competitive bid for the proposed work on December 18, 2018. Nelson Electric Co. Inc. was the lowest responsive bidder. In accordance with the TMWRF inter-local agreement, city of Reno staff will administer the contract and will be reimbursed for a portion of the costs by the city of Sparks through the Sparks – Reno cost sharing agreement. The city of Reno and the city of Sparks share the cost for this project based upon their ownership of TMWRF, which is 68.63% for Reno and 31.37% for Sparks.
• Council approved a recommendation by city of Sparks staff to reject a bid for the Synthetic Turf Replacement of softball infields 10-14 due to insufficient funding. Staff advertised a formal bid for the turf replacement and received one bid for $717,250. The bid was 60% over available budget. Staff emphasized the park is not closed and the current turf is safe.
• A $312,890 construction contract was approved for the Victorian Square Infrastructure-Phase 2A Project. The project consists of removing existing trees and tree planters and constructing new larger tree planters; removing and replacing the existing pavers, sidewalk, curb, gutter and catch-basins; and adding new fencing, irrigation and electrical improvements.
• The council directed the Sparks City Attorney’s office to refrain from appealing a preliminary injunction issued in Greyhound Lines, Inc. v City of Sparks, case number CV18-02394.
• Council approved a project with Brown and Caldwell to prepare a facility plan for the Truckee Meadows Water Reclamation facility (TMWRF). The total cost is not to exceed $1,240,231.00. with the city of Sparks share of $400,963.45. Costs for the project will be allocated to Reno and Sparks through the TMWRF Operating budget, with the current cost split of 32.33% to Sparks and 67.67% to Reno.
Planning and Zoning Public Hearings
• Sparks City Council held a public meeting and voted to change the land use designation on 1.9 acres in size located at 2101 Sullivan Lane from Large Lot Residential to Commercial and adopted a bill to rezone the property from Single Family Residential to General Commercial.
