The following are highlights from the October 23, 2023, Sparks City Council Meeting.
Announcements/ Presentations
- Assistant City Manager Alyson McCormick announced the following board and commissions vacancies:
- One Residential Construction representative vacancy on the Sparks Enterprise Fund Advisory Committee for a four-year term ending December 31, 2027. Applications will be accepted until 5:00 p.m. on November 17, 2023.
- Two vacancies on the Sparks Arts and Culture Advisory Committee, each for two-year terms, ending November 30, 2025. The vacancies are for one performing arts representative and one visual arts representative. Applicants must be Washoe County residents. Applications will be accepted until 5:00 p.m. on October 26, 2023.
- Two vacancies on the Sparks Planning Commission for a four-year term ending December 31, 2027. Applicants must be registered to vote and reside in the City of Sparks. Applications will be accepted until 5:00 p.m. on November 17, 2023.
- One vacancy on the Sparks Civil Service Commission for a partial term ending June 30, 2024. Members must be Sparks residents and cannot be a city employee or related to one within the third degree of consanguinity. Applications will be accepted until 5:00 p.m. on November 17, 2023.

- Mayor Pro Tem Donald Abbott administered the Oath of Office to the newly appointed Parks and Recreation Director Nancy O’Connor.
- Mayor Ed Lawson proclaimed the month of October as Domestic Violence Awareness Month in support of victim-survivors of domestic violence.
Council approved:
- The Memorandum of Understanding between the Reno-Sparks Indian Colony and the City of Sparks regarding the Truckee Meadows Public Lands Management Act.
- The Mayor’s appointment of Steven Sperber as first alternate, Ricci Rodriguez-Elkins as second alternate, Mike Rawson as third alternate, and Evan Pritsos as fourth alternate to serve on the Truckee Meadows Regional Planning Commission effective immediately.
- The $236,440 Edward Byrne Memorial Justice Assistance Grant with the City of Sparks share being $47,288.00.
- A $760,420.00 construction contract with Sprinturf, LLC for the synthetic turf replacement of fields 1- 6 at Golden Eagle Regional Park.
