The following are highlights from Monday’s Sparks City Council Meeting:
Presentations and Proclamations
• Sparks City Manager announced vacancies on the Washoe County District Board of Health, Airport Noise Advisory panel, Enterprise Fund Advisory Committee and the Planning Commission. Applicants are encouraged to apply here: https://cityofsparks.us/resources/resource/become-city-volunteer/
• Council heard an update on the I-11 Northern Nevada Alternatives Analysis from the Nevada Department of Transportation.
• The council approved the mayor’s nomination of Ed Lawson as Mayor Pro Tempore.
• Council approved a $262,880.00 contract with Titan Electrical for the 2019 Audible Pedestrian Pushbutton-Federally Funded Project. The project involves upgrading 33 existing signalized intersections with audible pedestrian push buttons to better serve our pedestrian community, concentrating on our visually impaired residents. The City of Sparks will initially fund 100% of the construction costs for this contract. Once the project is completed, the Nevada Department of Transportation (NDOT) will reimburse the City 95% of the total actual construction cost, not to exceed $256,500, from a grant received by the City of Sparks through the Transportation Alternative Program (TAP). NDOT provides TAP funds which are made available to the State through the Federal Highway Administration and administered by NDOT.
• Sparks City Council approved participation in agreements negotiated by Nevada Health Partners with Northern Nevada Medical Center, Renown Regional Medical Center, Renown South Meadows Regional Medical Center and Renown Skilled Nursing Facility to provide hospital and medical services to members covered by the City’s Group Health Plan from January 1, 2019 to December 31, 2021 and authorized the City Manager to execute the agreements for these services.
• Council approved an agreement with Hometown Health Providers Insurance Company for administrative services and customer support for employees, dependents and retirees covered by the City’s Group Health Plan for the period of January 1, 2019 through December 31, 2021.
• The council approved an amendment to update the classification and compensation system including a change to the level and pay range for the Parks and Recreation Manager, Assistant, Senior and Chief Assistant City Attorneys. Council also approved an amendment to the Confidential Employee Resolution to include a change to the level and pay range associated with the position of Executive Assistant and approved an amendment to the mid management, professional and technical resolution effective October 1, 2018.
• Councilmembers heard first readings of ordinances amending Sparks Municipal Code to revise limitations on wastewater strength applied to Significant Industrial Users and to increase sewer and storm drain user rates, set multifamily residential and mobile home user rates equal to single family user rates, increase the sewer connection fees and storm drain connection fees and to annually adjust sewer and storm drain connection fees per the Engineering News Record Construction Cost Index.
• Sparks City Council held a public meeting and approved a memorandum of understanding between the City of Sparks and the Operating Engineers Local No. 3.
