The following are highlights from the Sparks City Council meeting May 28.
• The council moved to provide the Eddy House and the Northern Nevada Continuum of Care with a grant application letter of support to be directed to the Department of Housing and Urban Development for a Youth Homelessness Demonstration Project.
• Sparks City Council approved $87,000 in funding for the operation of the Community Triage Center to serve the chronically inebriated and/or mentally ill individuals and adults who do not have access to health care or emergency medical services based on their homeless and/or indigent status.
• Council appointed John A. Martini as Assistant City Manager for the city of Sparks effective and administered his oath of office.
• The council approved a $421,444.00 contract to Spanish Springs Construction for the 2019 Community Development Block Grant Street Improvements that will include replacing deteriorating curb gutter, sidewalk, driveway approaches and roadway surfaces along I Street from Rock Blvd to 15th Street.
• Sparks City Council approved a $354,007 contract to Sierra Nevada Construction for the 2019 Street Preventative Maintenance plan to treat over 1.5 million square feet of roadway and parking lot surfaces with a rapid setting slurry seal.
• An interlocal agreement with the Washoe County School District was approved for 50 percent cost reimbursement to the city of Sparks for the installation of the 2019 Baring Blvd Safety Project improvements. The total estimated cost of the project is $185,600.
• The council approved the employee complement changes to the Financial Services Department effective May 28, 2019, to better align with the City Manager’s strategic plan and to better serve the City’s need for compliance and risk management.
• Council approved the Assistant City Manager Employment Agreement between the city of Sparks and Douglas R. Thornley and authorized the City Manager to execute the contract in the amount of $160,160 for fiscal year 2020.
• Sparks City Council approved purchase of the excess insurance policy with Safety National for the City’s self-funded workers’ compensation program for fiscal years 2019-2020.
• Council confirmed Mayor Ron Smith’s recommendation to reappoint Frank Petersen to the Truckee Meadows Regional Planning Commission to a three-year term expiring June 30, 2022.
• The council held public meetings and approved development agreements between the city of Sparks and Washoe County School District for a public high school to be built on a portion of Wildcreek Golf Course, located north of McCarran Blvd and east of Sullivan Lane in Sparks.
