The following are highlights from the Nov. 12 Sparks City Council meeting.
Commendations / Proclamations
Mayor Ron Smith proclaimed the week of November 11 – 17 as National Apprenticeship Week and encouraged all citizens to recognize the benefits of the quality apprenticeship programs and opportunities in our community and throughout northern Nevada.
Announcements
- Sparks City Manager Neil Krutz announced two vacancies on the Enterprise Fund Advisory Committee, which provides input on goods or services provided to the public for a fee that makes the entity self-supporting. The vacancies on this committee require representation from both the residential and commercial construction industries. - Mr. Krutz also announced one vacancy on the Airport Noise Advisory Panel and two vacancies on the Sparks Planning Commission. Applications will be accepted through Wednesday, November 27 for these volunteer positions at https://cityofsparks.us/resources/resource/become-city-volunteer/.
- The Arts and Culture Advisory Committee is seeking two members for two-year terms. City Manager Neil Krutz said interested individuals with performing arts and visual arts background should apply by Monday, December 16 at https://cityofsparks.us/ resources/resource/become-city-volunteer/.
- The Sparks Citizens Advisory Committee seeks one alternate member for Ward 2 and a regular member for Ward 3. Applications will be accepted through Monday, December 16, 2019 at https://cityofsparks.us/resources/ resource/become-city-volunteer/.
- Krutz announced three vacancies on the Sparks Charter Committee, one each for Ward 2, Ward 4, and the Mayor’s appointment. The Charter Committee presents recommendations to the City Council for consideration in shaping statutes and regulations on behalf of the City. General Business
- The Sparks City Council approved the appointments of Kim Spoon as the Ward 2 Alternate and Raynell Holtz as the Ward 5 Alternate to the Sparks Senior Citizens Advisory Committee.
- Council approved the expenditure of $323,703 to provide parts and labor to refurbish three Sparks Fire wildland firefighting brush trucks. The contract awarded to Firetrucks Unlimited in Henderson, NV will utilize a joinder on an existing contract.
- The council approved a $586,337.42 purchase for 18 new vehicles from Champion Chevrolet, utilizing a joinder with the State of Nevada.
- Council directed the city attorney’s office to sign and submit an Exclusion Request Form, which will exclude the City of Sparks from the multi-district litigation negotiation class established by the United States District Court for the Northern District of Ohio in Case No. 1:17-md-2804, and directed the city manager to bring a future agenda item before the city council to address options for potential opioid-related litigation.
- The council directed the city manager to review and propose changes to Title 20 of the Sparks Municipal Code to add locational criteria for signs and additional permitted uses, specifically internet-based retail and auto-oriented uses, in Sparks’ Mixed-Use zoning districts.
- Sparks Council approved adoption of the 2019 Fiscal Impact Analysis Guidelines as the model to produce objective and consistent estimates of the cost and revenue impacts to the city’s General and Road Funds as associated with new development.
- Councilmembers held a public meeting and approved the amended tentative development handbook for the Kiley Ranch North Planned Development to comply with the Comprehensive Plan Land Use Map, change the floor area ratios for development and amend development standards.
