At the August 8 Sparks City Council meeting, the council approved the final plan for Phase 12 of the Kiley Ranch North (KRN) multi-use development project. Consisting of almost 88 acres around Pyramid Way and Wingfield Hills Road, most of this phase will be used to create commercial, residential, and open space.
Kiley Ranch in its entirety includes more than 874 acres that was approved by the City of Sparks in the summer of last year. The KRN tentative plan first came out in 2004 and has been amended several times over the years, the most recent change approved by the council in August of 2021 that would allow multi-family residences to be built in the Arterial Commercial land use area. Unlike other proposed developments, separate “final handbooks” for Kiley Ranch North have been created, reviewed, and approved for each phase of the project.
The proposed Phase 12 of the KRN project includes 3.89 acres of Arterial Commercial use, 17.78 acres of Medium High Residential (MHR) use, and 66.28 acres of Open Space within the 87.95-acre property. Around 12-18 living units are permitted to be built per acre of the MHR space, which could consist of apartments, condominiums, assisted living/group residential care units, townhomes, and single-family attached residences. The 3.89 acres of arterial commercial space could include restaurants, medical facilities, a hotel (under 200 rooms), mini-storage spaces, a bank, schools, gaming centers, and more. A hotel with 200 rooms or more, K-12 schools, department stores, churches, and entertainment centers could also be built under its Conditional Use Permit.
The way the map reads in the Phase 12 Final Development Handbook, the open spaces would outline Phase 12, the commercial space would be built between Sparks Boulevard and Wingfield Hills Road along Pyramid Way, a sliver of high residential area would be on the other side of that, and mixed-use and school acreage is designated for David Allen Parkway with more residential homes dotting the remainder of the 87.95-acre space.
The Christy Corporation prepared the Kiley Ranch North Phase 12 Final Development Handbook in May of 2022 to provide a framework for orderly development of the area since multiple phases of public and private spaces are being developed in Kiley Ranch over the years. Any improvements to the plan must be consistent with its standards and guidelines and fall under the responsibility of individual landowners and developers. Phase 12’s public areas including streets, landscape, and community gateways will be the responsibility of the City of Sparks or the Kiley Ranch North Landscape Association to maintain. The goal is to make KRN a balanced and vibrant community with an integration of amenities, gathering places, and living spaces in a way that makes its residents and visitors feel comfortable and safe.
