At the January 8, 2024, Sparks City Council meeting, councilmembers approved a $726,696 contract with Truckee Meadows Construction to build the approximately 2-acre Black Hills Dog Park on a vacant City-owned lot on the corner of Vista Boulevard and Black Hills Drive.
The new dog park was approved by the City Council and added to the Foothills at Wingfield Springs HOA Handbook back in September of 2009, to be built within the Foothills at Wingfield Village 5 development.
The City sent out a Request For Proposals on October 25, 2023, and received 11 bids for the project. DRC Landscaping came in at the lowest bid but was rejected since it was missing vital information that took it out of the running. The City took the next lowest bid of $726,696, awarding the contract to Truckee Meadows Construction.
It will include the construction of new shade structures, a concrete pathway, dog play equipment, and fitness stations. The park will also incorporate native vegetation and decomposed granite into the plan and fenced areas of the dog parks.
The Foothills at Wingfield Springs is a development in Sparks that has single-family homes valued at a median price range of $539,000. Close to Red Hawk Golf and Resort, shopping areas, schools, and two miles away from the Golden Eagle Sports Complex, this new park in the Wingfield Springs area just adds to the many amenities available to Sparks residents.
Construction to the new dog park is expected to begin in the spring, and Truckee Meadows Construction will then have 120 working days to complete the work per its contract. Upon completion, it will turn over the fully functional park to the City after a one-year warranty period.
“I’m so excited for this. I have residents, this is in my ward, who have been asking about the dog park for years and I’m super excited for the dog park to become a reality,” Sparks Councilmember Charlene Bybee says.
“There are many members on Nextdoor who are very thankful this dog park is going in; it’s been a very common question I’ve seen out there. It’s exciting to see this come along,” Councilmember Donald Abbott added.
The Black Hills Dog Park was unanimously approved by the council; it is expected to open in late summer/early fall.
