The following are highlights from the April 22, 2024, Sparks City Council Meeting.
Announcements/ Presentations
- Mayor Ed Lawson proclaimed the following:
- May 4, 2024, as International Firefighters Day to honor the work, heroism, and sacrifices made by professional firefighters.
- May 5, 2024, as National Fallen Firefighters Memorial Service Day to honor the brave men and women who have died in the line of duty.
- April 26, 2024, as Arbor Day to celebrate and support efforts to protect our trees and woodlands.
- April 27, 2024, as National Rebuilding Day to honor the thousands of community volunteers who help victims of natural disasters by providing them with a variety of essential health and safety home repairs.
- The month of May 2024, as Older Americans Month to recognize the countless contributions that older adults make to our community.
- The week of May 5-11, 2024, as the 55th Annual Professional Municipal Clerks Week to celebrate these public servants and the vital services they provide for local government and the community.
- Mayor Ed Lawson presented a Certificate of Appreciation to the Home Depot Foundation to honor the work they do to improve the homes and lives of U.S. Veterans, including a recent City of Sparks resident.
- The Regional Transportation Commission’s Executive Director Bill Thomas presented the 2050 Plan Update for discussion and possible input.
- Jamie Newfelt, Director of Rental Assistance for the Reno Housing Authority, presented on the performance of the Rental Assistance Program.
Council approved:
- A three-year employment agreement between the City of Sparks and Dion Louthan as the City Manager with an annual salary of $285,600 plus benefits.
- Renewal of a $1,455,000 contract between the City of Sparks and the Reno Housing Authority to administer residential rental assistance in the City of Sparks for FY 24-25.
- Mayor Lawson’s appointment of Kristopher Dahir to the Western Regional Water Commission for a two-year term ending March 31, 2026.
- A $377,386.26 purchase of one Elgin Broom Bear Sweeper from Owen Equipment.
- Reclassification, complement change, and updates to the Management, Professional, and Technical Employee Resolution with an estimated cost of $2,968 in FY24 and $11,832 in FY25.
- Reclassification and complement change in the Police Department, reclassifying one Police Officer position to one Police Lieutenant position.
- A $572,750.42 construction contract with Anchor Concrete for the 2024 CDBG Phase 2 Project – E St., F St., and 12th St.
- A Memorandum of Understanding with the Regional Transportation Commission to implement recommendations contained in the RTC’s Intelligent Transportation Systems Strategic Master Plan.
